In doing research on websites other than Skillsoft, I was able to ascertain that custom modules can be developed at client request. It is unclear if a custom course can be developed. 

Skillsoft is a great choice if you need a full suite of employee learning content (e.g. Workplace Safety, Business Skills, Leadership, Technology & Developer).
